This evolution of the Harpy Lady was first discovered in the mid-100s, when a researcher asked her to pick up a Leaf Stone that had fallen off a table in his research station. The result was quite a shock to the researcher, as no other flying type pokegirl had ever evolved from the use of a Leaf Stone before, which led to a temporary increase in popularity for the entire Harpy breed that lasted until the early 200s. On average, the breed gains a few inches in height, almost never reaching six feet tall. Their bodies become half as heavy as they were before, to the delight of the pokegirl, and become far smoother with a tint of light green to it- in fact, the pokegirl is actually without any feathers at all, though if they had hair before they retain it still as a Harpy Empress. However, a drawback of their lightened frame is the reduction of the pokegirl's physical strength, which is almost non-existant compared to what she had as a Harpy Lady. The other change to the pokegirl is her wings- her arms are now that of a human's, and her wings now sprout from the pokegirl's shoulders, much like those of a Rack's. This provides the pokegirl increased versatility and combat capabilities, and makes the Harpy Empress a pokegirl that is most commonly found in pokegirl ranches or as pets. Even if her previous forms are unwanted by most tamers, this evolution remains fairly popular in some circles.

The ability to confuse and cause sleep helps the Harpy Empress become much more useful in battle, while her speed, endurance, and stamina have only become greater than they once had been. However, this has come at the cost of an increased libido, which the Harpy Empress has compared to her previous forms. Some tamers lament the fact that they need it more, but most prefer it, making the pokegirl more useful amongst the harem. The pokegirl gains more than that, however, including a trio of small pod openings upon her arms and legs, as well as upon the middle of her back, between the pokegirl's wings. Unlike her previous forms, whose wings are typically a solid dark color, the wings of a Harpy Empress are typically green in color- the darker green, the better nutrition that the pokegirl has had recently. The lighter, the more she is lacking in nutrition. Unlike many plant-type pokegirls, the Harpy Empress still needs to eat as well as absorb sunlight for her to be healthy, though now she is a carnivore and not an omnivore. From her pods she can launch various seed techniques, such as Leech Seed, Seed Bomb, and Bullet Seed attacks to handle her opponents from almost any direction.

This breed is a good leader, as one might surmise from the name, often capable of taking up command of her harem sisters during a battle or in training, although ferals are a completely different matter altogether. Like the Harpy Lady, the Harpy Empress has a strategic mindset, moreso now than before, and is often seeking methods with which to try and increase her standing within a harem while also trying to make things easier for her in the long run. This can sometimes mean going against her tamer's wishes and/or orders, but a properly bonded Harpy Empress typically will accede to her tamer's commands and wishes rather than go only with her own wants and needs. This can make her a good choice for an Alpha or Beta position within a harem as a result. They are also excellent choices in a sex battle, though unlike most plant-types they do not have control over vines to give them an additional advantage as other plant-type pokegirls have. Like her previous evolutions, this breed dislikes being restrained at all- fortunately, their lack of great strength allows them to be tamed without a need for being restrained by her tamer, something that typically pleases both tamer and pokegirl at once. A Harpy Empress tends to enjoy practicing martial arts of various sorts, often some form of ninjitsu or aikido. Another pastime that the Harpy Empress has is to try and fly as high as they can. Assisted by their atmospheric barrier ability, which allows her to negate the stresses of greater winds and speed sheers in her immediate vicinity at higher altitudes, and her ice resistance that allows her to survive deeper colds at high altitudes, all adds up to the pokegirl being able to fly higher than almost any other flying type pokegirl known.

The Harpy Empress has a problem, however, with closed-in spaces. Their claustrophobia heightens from what it once was as a Harpy Lady, becoming rather extreme by any means. It does not apply to pokeballs, but being underground or in some other small, enclosed space can cause the pokegirl to go into a form of shock that causes her to become immobile. The breed as a whole rarely lasts more than a few minutes in such enclosed places before fainting or lashing out if there is no immediate escape, or fleeing for the outdoors shortly thereafter. Research has shown that the breed must be able to at least sea the sky, or the outdoors, in some manner, or else the pokegirl's innate hatred for being restrained combines with her natural claustrophobia to trigger her fight or flight instinct. This psychological shock can break her down if it takes place over a long period of time, which can then require assistance from a psychologist to get over it. It is also rumored, and not substantiated by researchers, that a delta bond can lessen or perhaps even negate the pokegirl's phobia, though this has not been confirmed. Even to go through hallways or into a bathroom can trigger the phobia, which can be a major problem if the feathers start to fly. In order to function in an enclosed area, she must be distracted somehow: battles are typically the only way to distract her as much as required to keep her functioning in an enclosed space for any time longer than a few minutes. Fortunately, larger enclosed spaces, like a stadium or a gymnasium, do not trigger their claustrophobia.

Feral Harpy Empress are almost completely unknown, even compared to Harpy Ladies, due to the fact that they are also stone-evolved. The few times that they have been found, they were extremely nomadic and only as individuals, despite the name of 'Empress' in the breed's name. This is an odd fact, but one that has been confirmed by researchers: Harpy Empress, though they get along with Harpy flocks, will not lead them for some reason. Unfortunately, despite ongoing research, there is no known reason for this. Threshold cases are extraordinarily rare and it has only been recorded once. The new pokegirl adjusted well, but the transformation process took a week and a half to finally finish and was recorded for posterity. It was not, by any means, an easy transition.
