From notes found in one of the few intact laboratories discovered by the leagues after the war, it has been discerned that the Kissitalcoatl was created late in the war as a counter to many of the magical breeds captured by human forces. The breed saw little action as, by the time the first batch was being tested in battle, the countries that would later become the leagues seen today had already discovered the location of Sukebe's main laboratory. In 222 AS, researchers studying the Arbust in hopes of finding new, more potent ways of synthesizing anti-venoms stumbled upon the angel stone as a viable evolution catalyst when various stones were tested in an attempt to find out if the Arbust could evolve. An even more surprising discovery came a few years later when the same evolution was discovered coming from the Garter, which today have become known in most scientific circles as the Quetzalcuntl. In the modern era, the breed is often found in the harems of wandering tamer and as guardians for areas where their strange anti-magical properties are needed.

Physically these Pokegirls can vary wildly in their hair color, eye color, breast size and height. Like most pokegirls that resemble human women, these parameters run the gamut of human appearances. Though, hair and eye colors for this breed can be almost any color in the visible spectrum. Build and skin tone likewise vary within human norms. Upon evolving, Kissitalcoatls gain a pair of colorful wings that attach to their backs, which are covered in feathers reminiscent of those found on many of the known avian breeds. Wingspans vary, but typically range between six to eight meters (19-26 feet) in their human forms and between ten and twelve meters (33 - 39 Feet) when in their serpentine forms. Due to a lack of enhanced strength, the breed is generally unable to maintain flight while being encumbered with any extra weight of more than 15 kg (33 lbs), generally ruling passengers out of the question. Similar feathers also cover their legs starting at the knees and ending at the bottoms of their ankles. More than a few tamers have commented that it looks as if the breed is wearing a pair of colorful feathered leggings, which can come in almost any shade of the visible spectrum and often come in multiple colors.

It should be noted that the serpentine battle forms of this breed can vary greatly. Studies have shown that the degree of anthromorphism found in this breed is often related to the individual's ancestry. Those Kissitalcoatls that either evolved from an Arbust or have heavy ancestry of that breed have been compared to winged Nagas, with scale-less human-like upper bodies. Those members of this breed that have evolves from Garters are generally much more anthromorphic, often sporting prominent snake like muzzles and full body scales. Like other serpent pokegirls, when transformed into their battle form, their lower bodies are similar to other snake like breeds, which start just under their vaginas, which, while similar in appearance to that of a human's, is completely forward facing and in the area of a human woman's mons pubis. Kissitalcoatls often range from 4 and a half to 7 and a half meters (15-25 feet). Beyond their wings, regardless of ancestry, the breed's former leg feathers appear at the tip of their whip-like tail, giving them a rather colorful appearance that makes them a popular breed for collectors.

Originally bred during the war to combat magical pokegirls, the breed has a strange anti-magical ability that has been often referred to as a "magic sink" or "Anti-Magic Field". The cause of this phenomenon is not known but it is thought by researchers to be connected to the breed's magical absorption enhancement. Due to this magic sink, Kissitalcoatls are unable to use any form of magic. This field of anti-magic that surrounds them, when resting, is usually in a radius of around three meters but with effort and an expenditure of energy equal to the distance increased, the breed can expand this field out to almost 50 meters. This increase is taxing but experienced individuals have been known to be able to keep their fields at maximum for up to 6 hours without having to feed, though they needed extensive rest afterwards. When in a Pokeball, this field is suppressed to one tenth of its normal size. This, luckily for some individuals, makes it easier for tamers with this breed to keep them in the same harem as pokegirls capable of using magic.
The breed's altruistic nature, commonly seen in many celestial types, often puts individuals at odds with their constant need to feed off others. In order to try to give back what they have stolen from others, many Kissitalcoatls prefer to take up a role as a backup healer in many combat situations. Without the ability to use magic, the breed relies on the technique phantom heal to help others. In addition to being able to drain others, they have the capability to infuse others with their own life energy or the life energy stolen during the use of one of their draining attacks. The type and amount of healing done depends on how much energy is used and by personal preference. This Healing can be done in various ways that can vary from directly healing wounds, stimulating the immune system to cure most poisons (not hyper venom), and even enhancing the body's own healing properties to regenerate lost limbs. It should be noted when healing, the breed can go overboard and use up too much of their own energy and put their own lives in danger.

In battle against non-magical foes, the breed often relies on their flying techniques and the various venoms they produce to take down their enemies. Commonly, Kissitalcoatls tend to keep their opponents away from them using techniques like vortex and super cyclone. When their enemies begin to tire, many like to first incapacitate their foes with their poison type attacks, often paralyzing or sleeping, before feeding off their energy. Most Kissitalcoatls prefer to only use their celestial abilities when in an emergency. When fighting magical opponents their tactics tend to change drastically. Against these enemies, often they will try to keep their opponents as close to them as possible so that they require as little energy expenditure as possible for their anti-magic field. It should be noted that more than one Kissitalcoatl has gotten overzealous in relying on the protection that this magic sink provides and has lost due to underestimating the ingenuity of a mage unable to use their powers.

Kissitalcoatls generally lack the drive to crusade against evil that is common in the more famous celestial breeds, such as the Seraph and Megami. In fact, most that meet members of this breed tend to not realize their celestial status due to common misconceptions of celestials as a whole. Altruistic describes the breed well. While needing to consume the life energy of others to live and use their abilities, many of this breed try to pay back those they feed off of. In harems, this compensation often comes in the form of sex. Kissitalcoatls are very sexual in nature, in fact, as a whole the breed's favorite form of feeding is to absorb energy from their harem in the form of orgies, as taking smaller amounts from more people lessens the burden on each individual. The breed generally gets along with most other but whether they can make a capable alpha or beta should be taken on a case to case basis. Like their pre-evolved forms, Kissitalcoatls are bisexual with no strong preference for one sex over the other, allowing both male and female tamers to keep them satisfied without much extra work.

Thresholding into a Kissitalcoatl is much rarer than into their previous forms. This threshold is relatively painless compared to that of other Naga evolutions, as thresholders transform into their bipedal form first rather than their battle form. Back pains as their wings grow in are the most common signs of threshold. Ferals are so rare as to be almost nonexistent. The few that have been found were discovered live in places few tamers will ever reach, such as at the tops of hazardous mountains and deep in the forests of uninhabited regions. What limited knowledge there is of the breed's feral state is that they, like other snake girls, become totally animalistic when feral, losing almost all capability of higher thought.
