One of a number of snake-based Pokégirls 'discovered' during the Revenge War, this breed was originally used for supporting the Pokégirl armies by being the main trapping force. When expecting larger numbers of humans to fight, the Pokégirl force would simply devise a plan to draw their opponents into a clearing, where the Garter was waiting underground. When the humans fell for it, the Pokégirls would ice over the clearing and emerge to combat the humans that had been caught. After the war, most Garters were killed while feral or escaped into what researchers presume was their overall destination: arctic terrain. In the early part of 91 AS, the first feral Garter was discovered high in the mountains and since then the breed has been found at high altitudes on almost every mountain range in the world.

Like most Naga-evolved Pokégirls, the Garter is capable of shifting from a Human form to a hybrid form, with a human upper torso and a snake-like tail that begins mid-thigh on the Pokégirl. Individual preference determines which form the Pokégirl uses more often, but typically one can tell what their 'default' form is when the Pokégirl is asleep, as without at least a little concentration the Pokégirl tends to slip back into their preferred form. In either form, the Garter basically looks like a human woman (which is how the breed did so well in other roles during the Revenge War) with long black or white hair, though other colors have been seen (though they are quite rare and typically left over from threshold cases). Unless the Pokégirl gives herself away somehow, there are few ways to discover that she is indeed a Pokégirl rather than a human woman other than with a Pokédex. One sure-fire way to discover what she is to simply anger her in some way. When the Pokégirl is angry enough, the outlines of her scales can be seen on their faces and arms (though mostly around the eyes and hands in general). The Pokégirl’s tail is about the circumference of three human-size legs from the mid-thigh, tapering slowly to a tapered tip at the very end of her tail.

In the Pokégirl’s hybrid form, she is quite a long Pokégirl. Often found with a length of around 20ft at the minimum and nearing 30ft in length , this is all before even counting the Pokégirl’s human torso (which is typically about 4ft tall with most of this breed). Their faces remain human-formed, but their scales are much more pronounced when they are cold. In warm weather, the scales fade a bit, can still be seen nonetheless. Their human-body scales are the same color as their skin is while in human form, while the color of their tail sections are typically some various shade of green or brown. Their sheer size makes the Garter fairly difficult to maintain within a house, and can make her a difficult pet to handle for Pet Owners. Fortunately, their prehensile tail gives the Pokégirl amazing mobility and coordination, which ensures that it is very unlikely that they will be too cumbersome within closed-in spaces.

In battles, the Garter uses her size to her advantage, often using her Ice Floor technique in addition to Cold Snap, to both increase her own survivability while making the surrounding area colder, intensifying the effectiveness of her ice techniques. Using Heat Drain as well can make her just that more difficult to handle for non-fire types, and using her Wrap or Coil attack can make her even more difficult to handle when Heat Drain and Cold Snap are already sapping at her target's body heat. At range, the Pokégirl tends to use Snow Blind and Quick Fissure to blind or snare her target in place momentarily so she can get in range with her stronger techniques. Her various techniques make the Garter quite useful in battle, especially for capturing Pokégirls. However, the sheer lack of power behind most of her techniques make her of less use against Pokégirls she cannot capture within her coils. She is also quite useful in sex battles, using her wrapping techniques in conjunction with Sexy Hug or Go Down to both immobilize her target and then using the Snake Tongue technique, or her Tail Thrust to bring her opponent to a quivering end. The Garter's tongue can extend out to three feet in length, proving to be just as agile as the Pokégirl’s tail. However, many of this breed dislike fighting in general and so are rarely lethal with their techniques.

In a harem, a Garter can be useful, but can also a detriment. Their size alone can make the Pokégirl rather intimidating towards most meek and smaller Pokégirls, such as the Cutiepie and Titmouse breeds. That said, they tend to get along fairly well with most other Pokégirls, although being somewhat bold and adventurous can lead to certain problems within a harem. On an individual basis, the Garter can be an accomplished Alpha or Beta for any harem. Once an Alpha bond is established between the Pokégirl and her tamer, the Garter tends to do as her tamer tells her, though the tamer may find that she provides her own suggestions or advice without being asked. When it comes to taming, the Garter is a very sensual creature- their sinuous movements, common to all snake-based Pokégirls, along with her agility and practically full control over her tail's movements can make for a mesmerizing physical display of her feelings and desires if she so chooses to 'dance' in such a fashion for someone. The Garter Dance is something that this breed is semi-famous for as a result, typically entailing the use of a blindfold to keep her 'partner' from being able to see her, and then moving in such a way as to give only the lightest, barest hints of her body slowly encircling the blinded individual to arouse and entice him or her into a taming. Typically, the Garter prefers to coil her partner within her tail before and during a taming session. Though this may be a risk to most humans, the Garter's very nature and her lack of increased coil strength compared to other long-tailed Pokégirls make her a safer choice for such tamings and even non-bloodgifted humans have little to fear other than some bruising after a particularly rough session.

Ferals of this breed are typically very distrustful and dislike being disturbed. While they claim mostly underground habitats and dig their own burrows, they can be fairly easily discovered thanks to their leaving discards of their meals outside the hole of their underground hidey-hole. Feral Garters (not Feraligarters) are quite violent when startled, but will attack only long enough to find an escape route. Threshold cases are quite rare but known, and can take an entire month for the poor girl's threshold to complete. It is a painful procedure, and in every case reported of such threshold the once-human asks to be given a level 5 conditioning cycle- to forget the pain more than anything.
